Why this workflow needs a record

Make the reason available for review.

An application can pass through several teams before a determination is made. Preserve what was considered, which criteria applied, and where a person can correct missing or conflicting information. Workflow governance supports accountable review; it does not establish fairness by itself.

The authority

Named human reviewers retain hiring, benefits, and licensing decision rights. Delegation must be explicit and limited to the workflow.

The effect

An issued determination, notification, and disbursement are separate effects. Each would need its own authority and evidence in a configured implementation.
